Summary of Rule Amendment Efforts

The purpose of these rules is to limit Volatile Organic Compound (VOC) emissions from oil and natural gas production and processing facilities and associated wells and tanks.  These rules require a leak detection and repair program for minimizing leaks with specific repair thresholds and timelines.  Additionally, some of these rules require an operator management plan that describes components subject to the associated rule, along with maintaining records of inspections.

Under Assembly Bill 617, air districts in non-attainment areas are required to adopt an expedited schedule to implement the most current Best Available Retrofit Control Technology (BARCT) limits on industrial sources that are subject to the State Cap-and-Trade program.  For these rules, the District will complete a comprehensive analysis to determine whether they satisfy BARCT.  This will include identifying other local, state and federal requirements.  District staff will also work to identify emission levels that have been achieved and determine cost-effectiveness of requiring additional emission reductions.  For District rules that are reviewed and found to meet BARCT, rule amendments will not be required.
