Obtaining Burn Authorization

The phase-out of most agricultural burning in the San Joaquin Valley will be complete by January 1, 2025.  As the District strives to meet attainment with strict Federal air quality standards, allocation for agricultural burning has become increasingly limited.  The District strongly encourages growers with disposal deadlines to explore alternative means of disposal, including the District’s Ag Burn Alternatives Grant Program, and to not rely exclusively on receiving burn authorization.

With your permit in hand, you may request authorization to burn via these methods:

PLEASE NOTE: Burn Authorizations via the Smoke Management System are available only from 8:00pm the evening prior until 2:00pm on the day for which authorization is being requested. The automated system will not accept requests for authorization during other times.

Once connected, select the appropriate option:

  • To seek burn authorization (when available), PRESS OR SAY "1"
  • To apply for or change an agricultural burn* permit, PRESS OR SAY "2".  You'll be connected to an Agent during *operating hours.
  • To report illegal burning, PRESS OR SAY "3"

BURN AUTHORIZATION REQUEST PROCESS

  1. When prompted, enter or say your burn permit number and security code. Enter the numbers from your burn permit by either using the touch-tone keys on your phone or by speaking the number clearly, one digit at a time.
  2. Enter or say the location number of the location of your burn, as indicated on your burn permit. The location number is located to the left of the address/location description.
  3. Enter or speak the three-digit crop code of the material you wish to burn.
    • If the material you want to burn is not listed on your permit, you will need to speak with an agent regarding adding the material type to your permit for the location.
    • If you need to burn more than one type of material at the location, a separate request must be made for each material type.
    • Please note that some burn operations require the assistance of an agent.  You'll be connected to an agent during *operating hours when this applies.
  4. Enter or speak the number of acres of materials to be burned. For example, if you plan to burn almond pruning from 15 acres of a 40 acre almond orchard, request only 15 acres of material to be burned. If you have a small amount of material (less than an acre) to be burned, report it as one acre.
  5. The system will determine whether the smoke generated from your proposed burn can be accommodated in your geographic area.
  6. If the burn is approved, you will be told of the starting time limitation and asked to enter or say the time you plan to ignite the burn. Provide the time rounded to the nearest 15 minutes.
  7. You will be asked to provide a telephone number where you can be reached concerning the burn. Enter or speak the telephone number including the area code.
  8. You will be provided with a confirmation number for the approved burn.
    • Your burn request is not complete until you receive a confirmation number. Anyone burning without having received a confirmation number will be doing so in violation of District rules.
  9. If your burn cannot be approved for the day you requested, you will be asked whether you wish to be placed on the waiting list. When on the waiting list, you will be called on the afternoon prior to the day you will be allowed to burn and asked to call back if you wish to proceed with the offered burn allocation. If you are unable to burn and do not make the return call, you will retain your position on the list and will be called the next time burn allocation is available in your area. You may defer up to three (3) times without forfeiting your place on the waiting list.
  10. Once the transaction is completed for this location, you will be asked if you want to burn at another location listed on the permit. If you have another request, the process will commence with step 2 of these instructions.

*Agents are available at this line 6am to 11am daily, including weekends, but excluding these holidays: Easter, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day, and New Year's Day.
