To avoid unnecessary delays, please review the checklist part of the Authority to Construct/Permit to Operate application form below before submitting your application.

If you will be using the services of a consultant or other person to submit and represent you in your permit application process, please specify such person(s) in writing using language similar to that shown on the attached form.

Please enclose the applicable filing fee(s) described in the instruction sheets below. The District may also assess reasonable additional application processing fees based upon expenses and the average weighted labor rate. Further fee details can be found at District Regulation III - Fees.

NOTE: To designate information as confidential, please forward the completed "Request For Confidential Classification Of Source Data" (PDF or MS Word) to the District. It will be determined whether the information can be classified as confidential under District Rule 1030.
