Rule 9410: Employer Based Trip Reduction

eTRIP Applicability, Registration and Reporting

Welcome to the eTRIP Applicability, Registration, and Reporting portal for employers and worksite coordinators. Employers are encouraged to utilize the eTRIP Applicability, Registration, and Reporting portal to determine worksite applicability, submit or modify eTRIP Plans, and submit annual reports using the below options.

Applicability Determination

  • Rule 9410 applies to worksites in incorporated cities within the San Joaquin Valley air basin with a population of at least 10,000 people OR worksites where at least 50% of all employees work at least 2,040 hours per year.
  • Out of the worksites that meet these criteria, Rule 9410 applies to employers with at least 100 Eligible Employees at a worksite.

Submit/Modify eTRIP Plan

  • Employers subject to Rule 9410 shall register and submit an eTRIP Plan to the District for each worksite.
  • Registration shall include information for each worksite; the total number of eligible and excluded employees reporting to each worksite.
  • The eTRIP Plan contains strategies to encourage employees to reduce single-occupancy vehicle trips.
  • The eTRIP Plan shall be updated annually as part of the annual report.

Submit Annual Reports

  • Each calendar year, during the Commute Verification Period, employers shall collect information on the modes of transportation used for each Eligible Employee’s commutes using the Annual Commute Verification Survey.
  • No later than March 31st of the following year, the employer shall compile results from the Annual Commute Verification Survey from the previous year and submit as an annual report to the District.

Eligible employees are any employees that are not defined as excluded employees.

  • Employees who do not report to work between 6 AM and 10 AM
  • Part-time employees who work fewer than 32 hours per week
  • Emergency health and safety employees – employees with an authorized emergency response vehicle, or any sworn peace officer or firefighter
  • Seasonal employees who are employed less than 16 consecutive weeks
  • Employment agency personnel
  • Farm workers
  • Field personnel
  • Field construction workers who report directly to work at temporary construction sites
  • Home garage employees who are assigned employer-owned vehicles for commutes to and from the worksite
  • On-call employees who are required to be on-call for at least 50% of their work time per year, subject to other Rule 9410 conditions
