Compliance and Reporting

After a Title V permit is issued by the District, there are additional reporting requirements that each Title V source has to follow.  These include submitting deviation (non-compliance) reports, semi-annual monitoring reports, and annual compliance certification reports.

Title V sources are required to self-report to the District any time they experience an instance of non-compliance with one or more of their permit conditions.  These instances of non-compliance are known as deviations, and must be reported within 10 days of when they are discovered.  Deviations can be subject to appropriate enforcement action.  For deviations that are caused by an unforeseen failure of equipment, or other conditions outside the control of the operator, the source may seek relief from enforcement action by reporting a breakdown in accordance with District Rule 1100 - Equipment Breakdown.  Note that breakdowns must be reported within 1 hour of discovery.  See the Breakdowns page for more information.

There are two other periodic reports that all Title V sources are required to complete.  The semi-annual Report of Required Monitoring (RRM) is submitted to the District every six months, and the Annual Compliance Certification (ACC) is submitted each year to the District and also to EPA Region 9.  These requirements are further explained in a Compliance Assistance Bulletin.

Please note that all Title V compliance reports submitted must be accompanied by a certification of truth and accuracy signed by the designated responsible official.
