Interim Certification for Compliance with Rule 4702 Table 5 Emission Standards
Two add-on (retrofit) control systems have received Interim Certification from the District, the Stationary Natural Gas Emission Compliance (SNGEC) system and the NOxHound system. Interim Certification means that the control system is in the process of successfully completing all the required initial testing and durability monitoring to demonstrate ongoing compliance with the emission limits of the rule.
The benefit of retrofitting an existing natural gas-fired agricultural engine with an Interim Certified control system is that the engine operator, with the proper permitting in hand or registration application filed, is authorized to install and operate an engine while bypassing all of the following requirements:

Certification Verification Option for Qualifying Retrofit Systems:
If you are already operating one of the two retrofit systems listed above with a valid, District-issued ATC, permit, or registration that was issued prior to the system becoming certified, you may qualify to have certain testing and monitoring requirements removed from your permit or registration by demonstrating that your system meets the requirements of the certification. In order to qualify for this option, an authorized installer must complete an on-site inspection of each system installation and conduct a portable analyzer test to verify the following:
Verification by the authorized installer and the portable analyzer test should be submitted to the District Permit Services Department using the verification form below. A list of authorized installers can be found above for each certified system. If your installation satisfies all of the criteria for a certified retrofit system, your permit or registration will be revised and an updated copy will be sent to you. Title V permit holders will also need to submit an application to modify their Title V permit along with the verification form. Verification and test results must be submitted to the District. Once the system has been verified, any future maintenance and repair of the system must be conducted by an authorized installer in order to maintain the certification status.
Final Certification - Durability Testing (Ongoing Portable Analyzer Testing):

In order to maintain Interim Certification status and to receive a Final Certification, the emission control system must undergo emission testing within 200 hours of each of the following operational intervals. The emissions testing shall occur at the following intervals, as measured from the Initial Certification engine hour-meter reading:
Ongoing portable analyzer and testing requirements shall comply with SSP1830.
Once two installations of a conditionally certified emission control system successfully complete 5,000 hours of ongoing emissions durability testing, the vendor may apply for their emission control system to be issued a Final Certification. If granted, a Final Certification will be in the form of an approval letter from the District.
Although it is possible to obtain certification of a water heater from the San Joaquin Valley Air Pollution Control District (SJVAPCD), the industry standard is to certify water heaters through the South Coast Air Quality Management District (SCAQMD). SJVAPCD recognizes SCAQMD certification of those units which comply with the applicable emission limits of SJVAPCD Rules 4902.
