The purpose of Rule 9410 (Employer Based Trip Reduction - eTRIP) is to reduce vehicle miles traveled from private vehicles used by employees to commute to and from their worksites to reduce emissions of oxides of nitrogen (NOx), volatile organic compounds (VOC) and particulate matter (PM). Rule 9410 can apply to worksites in incorporated cities within the San Joaquin Valley air Basin with a population of at least 10,000 people OR worksites where at least 50% of all employees work at least 2,040 hours per year. Out of the worksites that meet this criteria, employers with a least 100 eligible employees at a worksite are required to comply with Rule 9410.
Worksites subject to Rule 9410 must submit an Employer Trip Reduction Implementation Plan (eTRIP Plan) and demonstrate continued compliance by maintaining eTRIP Plan documentation on-site, distributing Annual Commute Verification Surveys, and submitting the results of the annual survey to the District.
