A Conservation Management Practice (CMP) plan may be required depending on the size of the agricultural operation. Air permits may be required depending on the amount of air pollution an agricultural operation generates. To determine if your agricultural operation is required to file a CMP plan or obtain air permits, select the "Do I Need a CMP Plan or Permit?" tab shown in the navigation menu.

The purpose of a CMP plan is to reduce dust emissions from agricultural operations. Farmers may choose from a list of available dust control techniques. These requirements can be found in District Rule 4550. Fees are based on District Rule 3190.

Due to changes in California State law that became effective January 1, 2004, air permits are now required for agricultural operations that generate more than specified amounts of air pollution. Permits may be required for stationary equipment such as irrigation pump engines, gasoline storage tanks, livestock waste lagoons, boilers, and storage silos. Permit fees are based on District Rule 3020. Permits will NOT be required for mobile equipment such as tractors, harvesters, forklifts, or highway vehicles.

ederal Title V permits are required for large "major" sources of air pollution. If your agricultural operation is determined to be a major source, the District must issue a Title V permit instead of the standard District permit. Title V permits are subject to the Environmental Protection Agency (EPA) and public review and generally contain more monitoring, recordkeeping, and reporting requirements based on federal regulations.

In order to simplify the permitting process, the District is allowing the same application forms to be used for both Title V and District permits. If your agricultural operation is subject to Title V, the District will contact you to obtain any additional information that may be needed.
