Emissions Assessment Models and Calculators

The ISR Program requires that emissions from development projects be quantified and analyzed using the most current version of District approved models and calculators.

Updates:

California Emissions Estimator Model (CalEEMod)

The San Joaquin Valley Air Pollution Control District (District) uses California Emissions Estimator Model (CalEEMod) when reviewing or preparing air impact assessments in compliance with provisions of District Rule 9510 (Indirect Source Review),  California Environmental Quality Act (CEQA), and National Environmental Policy Act (NEPA), within the San Joaquin Valley air basin.  CalEEMod is the computer emissions estimating model developed by the California Air Pollution Control Officers Association (CAPCOA).  The model calculates criteria pollutant and greenhouse gas (GHG) emissions from a variety of land uses, including residential, commercial, retail, and industrial projects. CalEEMod also calculates the benefits of implementing mitigation measures, including GHG emission measures.

Transition from CalEEMod 2020 to CalEEMod 2022

As of July 22, 2024, the District will transition to the updated CalEEMod Version 2022 when reviewing or preparing Air Impact Assessment (AIA) applications in compliance with provisions of District Rule 9510 (Indirect Source Review).  CalEEMod 2022 version incorporates several changes including but not limited to California Air Resources Board (CARB) EMFAC2021 model, and updates to mitigation measures.

Environmental Documents prepared California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA):

    • Air Quality Impact Analysis should be prepared using the CalEEMod 2022 version.

Rule 9510 Indirect Source Review (ISR):

    • ISR applications submitted after July 22, 2024 will be analyzed using the CalEEMod 2022 version.
