Summary of Rule Amendment Efforts

Rules 4306/4320 controls emissions from boilers, steam generators, and boilers from a wide range of industries, including but not limited to electrical utilities, cogeneration, oil and gas production, petroleum refining, manufacturing and industrial processes, food and agricultural processing, and service and commercial facilities. NOx emissions from this source category have been reduced by 96% through District regulations.

Through commitments from the District’s 2018 PM2.5 Plan, the District is exploring potential amendments to Rules 4306/4320 to further reduce NOx emissions from this source category. Given the need for additional reductions to meet the latest health-based federal air quality standards, the District is exploring potential opportunities to achieve additional NOx emissions reductions from boilers, steam generators, and process heaters to the extent that such controls are technologically and economically feasible.
