Products Available for Controlling Dust

Per Rule 8011 - General Requirements, any chemical or organic material used for stabilizing solids shall not violate State Water Quality Control Board standards for use as a soil stabilizer. Any material prohibited for use as a dust suppressant by the US Environmental Protection Agency, the California Air Resources Board, or other applicable law, rule, or regulation is also prohibited under Regulation VIII. Hydroscopic materials may be prohibited in areas lacking sufficient atmospheric moisture of soil for such materials to effectively reduce fugitive dust emissions. The atmospheric moisture of soil is considered to be sufficient if it meets the application specifications of the hygroscopic product manufacturer. Use of such materials may be approved in conjunction with sufficient wetting of the controlled area.

List 1: Products which meet the 50 percent efficiency requirement

The suppressant categories in this list meet the 50 percent PM10 control requirement for use in Fugitive PM10 Management Plans (FPMP). In addition, these products may be effective for limiting visible dust emissions and maintaining a stabilized unpaved road surface.

PM-10 Efficienct Street Sweepers

The South Coast Air Quality Management District (SCAQMD) has certified specific street sweepers as meeting the testing and performance standards set forth by SCAQMD Rule 1186, resulting in the list of PM10-Efficienct Street Sweepers. All certified street sweepers must be operated and maintained in accordance with manufacturer's specifications.

Per District Rule 8041 - Carryout and Trackout, PM-10 efficient street sweepers may be used for cleaning carryout and trackout on public paved roadways resulting from vehicle traffic leaving construction sites or unpaved roads or equipment areas, or handling bulk materials.

PM10-efficient street sweepers may also be used for routine street sweeping in urban areas. Rule 8061 - Paved and Unpaved Roads requires government agencies to purchase only PM10-efficient street sweepers. This requirement also applies to the contractors who provide street sweeping services to these agencies. There are no retrofit allowances under District Rule 8061 or SCAQMD Rule 1186. Agencies conducting or contracting for routine street sweeping services must place into service at least one PM10-efficient street sweeper.
