The meeting will be held via video teleconference with the Central Region Office (Fresno), the Northern Region Office (4800 Enterprise Way, Modesto, CA 95356), and the Southern Region Office (34946 Flyover Court, Bakersfield, CA 93308).

Members of the public may participate in-person at any of the above referenced locations or remotely via Zoom webinar. Any member of the public may address the Governing Board on matters within the Board's jurisdiction during the applicable public comment period. Comments are limited to a maximum of three minutes per speaker but, for good cause, the Chair may amend the time limit. For those planning to participate remotely, please follow the instructions below.

This time is made available for comments from the public on matters within the Board's jurisdiction. It is requested that no comments be made during this period on Agenda Items 8-13. The public may make comments on these Agenda Items during the time allowed for public comment on those items. Attention is called to the fact that the Board is prohibited by law from taking action on matters discussed that are not on the Agenda.

REPORT ON STATE BUDGET AND LEGISLATIVE EFFORTS
The District continually advocates for Board priorities per the adopted legislative platform, including securing clean air resources for the Valley. The purpose of this item is to provide a verbal report on these efforts and the current legislative session.

Conference With Legal Counsel – Existing Litigation

The Board may hold closed session pursuant to Government Code sections 54956.9(a) and 54956.9(d)(1), to confer with, and receive advice from, its legal counsel regarding pending litigation as follows:

Central Valley Air Quality Coalition, et al. v. San Joaquin Valley Unified Air Pollution Control Dist., U.S. Dist. Ct., E.D. Cal. Case No. 1:23-cv-00794

Conference With Legal Counsel – Anticipated Litigation

There is also a necessity for the Board to recess to closed session pursuant to Government Code section 54956.9(d)(2) to confer with its counsel because there is a significant exposure to litigation against the San Joaquin Valley Air Pollution Control District (one potential case).
