Program Overview

The Emergency Vehicle Replacement Program provides incentive funds for the replacement of in-use diesel emergency vehicles as described in the California Vehicle Code 165, including pumper trucks, ladder trucks, water tenders and other diesel-powered emergency vehicles with the latest generation clean technology. Funds are provided on a first come, first serve basis and applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment. Any equipment purchased prior to contract execution is ineligible as this is not a rebate program.

Funding

The amount of funding per vehicle is expected to vary significantly based on the specific vehicles miles traveled, fuel usage and age of vehicle.
*Maximum eligible incentive amount is calculated up to the cost-effectiveness limit and percentage limits may not necessarily reflect the maximum funding amount.

Eligibility

The following details outline the general eligibility requirements of the program. Please read the Emergency Vehicle Replacement Program Guidelines for a complete description of the eligibility requirements.
  • Eligible applicants must be cities, counties, fire protection districts or other public entities.
  • Eligible existing (old) vehicles must be:
  • Authorized diesel emergency vehicles as described in the California Vehicle Code 165 including, but not limited to fire apparatus, pumpers, ladder truck, and water tenders.
  • Have a diesel powered engine with a model year of 2009 or older.
  • Have a gross vehicle weight rating (GVWR) greater than 14,000 pounds.
  • Be registered in California and based within the boundaries of the SJVAPCD Air Basin.
  • Be owned by the applicant for the past 24 months.
  • Operate at least fifty percent (50%) of the time within the District boundaries and at least seventy five percent (75%) of the time within the state of California for the past 24 months prior to the application submission date.
  • Eligible replacement vehicles must be:
  • Equipped with an engine that is certified by CARB and meets or exceeds the 2010 emission standard of 0.20 g/bhp-hr NOx (FEL and CERT values).
  • Perform the same functions as the old vehicle and be in the same weight class.
