Program Overview

The Proposition 1B: Goods Movement Emission Reduction Program (GMERP) provides incentives to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. Financial incentives will be provided to owners of equipment used in freight movement to upgrade to cleaner technologies through locomotive replacement or retrofit or installation of a locomotiv emissions capture and control system. Projects funded under this Program must achieve emission reductions not required by law or regulation. Please note that the Proposition 1B Goods Movement Emission Reduction Program is not a rebate program. Any new locomotive, engine or equipment purchased, or installed prior to contract execution is ineligible. *If the old equipment is banned from California operation instead of scrapped, the funding amount will be reduced by 20%

Eligibility

  • Must be a diesel-powered freight locomotive with no or minimal emissions control technology (i.e., uncontrolled, or meeting Tier 0 through Tier 2 standards)
  • Locomotive must demonstrate operation or equivalent locomotive horsepower operation in California for the past 2 years
  • For switchers and medium horsepower locomotives: at least 50% of their operation or equivalent locomotive horsepower operation must have been within the four California trade corridors for the past 2 years.
  • For line haul locomotive: a majority of the minimum percentage operation or equivalent locomotive horsepower operation must have been within the four California trade corridors for the past 2 years.
  • Demonstrate an estimated diesel fuel usage of 20,000 gallons or equivalent per year or greater for the past 2 years (locomotives traveling under 20,000 gallons a year may still apply and be considered at a lower funding amount)
  • For locomotive emissions capture and control system projects: any existing freight railyards must be within the four California trade corridors.

Important Reminders

Do Not Purchase Equipment

Equipment funded by this program can only be purchased after contract is signed between the equipment owner and the District, and executed. New equipment may be pre-ordered prior to contract execution at the equipment owner’s risk.

Keep Existing Equipment Registered and in Operation
Maintain operable condition until the locomotive has been relinquished to a District-approved dismantler. Locomotive must continue to move goods for sale (a majority of the time).

Requesting Reduced Funding

Applicants may request reduced funding amounts to improve cost-effectiveness and competitiveness of the project.

New Equipment in Operation

Projects committing to 90% operation in California may be less competitive due to decreased emission reductions achieved within California.
