Program Overview

The Locomotive Program provides incentive funds for the replacement of old high-polluting locomotives to new Tier 4 units.  Alternative switcher locomotives include genset locomotives (Multi-engine switcher) and electric-hybrid locomotives.  Multi-engine switchers are typically powered by two or three off-road engines, while electric hybrids use a small diesel engine to charge batteries that provide locomotive power.

Incentive

  • Maximum Grant Amount for Carl Moyer Program Locomotive Projects
  • Railroad Class/Type (Class 3, Passenger, military, and industrial)
  • Tier 4 Replacement (85 percent)

Eligibility

  • Applicant must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment
  • Any Equipment purchased prior to contract execution is ineligible
  • Please note that the SJVAPCD Locomotive Program is not a rebate program
